Several people were taken hostage in the eastern Dutch town of Eide early Saturday morning and houses in the area were evacuated, police said.
Police said there was no indication of a terrorist motive.
In a statement posted on social media, police said several SWAT units were deployed to the scene at a building in the city center. They added that 150 homes had been evacuated and asked the public to stay away from the area.
People at a local Petticoat nightclub were hijacked by a man armed with weapons and explosives, national newspaper de Telegraaf reported, citing several anonymous sources.
A reporter from broadcaster NOS said there were remote-controlled robots, explosion-proof devices and police officers wearing protective gear at the scene.
Rail operator NS said on its website that trains to and from Eide were cancelled.
